I had the solenoid pack replaced and the issue is unchanged. The reputable tranny shop who worked at ford dealer in early 2000's thinks its thr PCM still. Even after I've had it repaired twice and replaced with one by Flagship 1. It wasn't cheap lol. Still trying to figure...
Just a quick update, after repairing PCM twice and getting a new PCM from Flagship 1 and replacing the solenoid pack, issue persists. The reputable tranny shop thinks its a chip in the PCM. He's getting voltage to the solenoids which means its not the harness.

Thank you for this! Yes I know the solenoids on the 03 suck. It was just hard to beleive that they sucked this bad where I'd have to replace it twice. I greatly appreciate the input. I just made an appointment for the solenoid to be replaced this week. I'll post back here on the results

I appreciate the response and info. I have suspicion that it's the wiring harness, as I just had the tranny rebuilt 25k miles ago. I've had the ecu repaired and then replaced too each "fix" of the ecu makes the shifting act very different.

The transmission was rebuilt just 40k miles ago by a pretty reputable shop. I heard about the 03's issue with the fluid and solenoids, but I had disregarded it because the transmission was rebuilt, so I had assumed the solenoids and fluid are new.
