03 LS Whining noise at slower speeds independent of braking Please Help!

Hello! Thanks in advance for any help you might be able to offer. Okay so here is the symptom...

At slower speeds there is a whining sound coming from the front end of the car. It doesn't sound like it's coming from the left or right side. It gets louder as I approach full stop, then as I accelerate the sound mirrors what happens when I slow down. The sound is independent of braking and engine RPM. It's as if a bearing or something is going bad, but it sounds like it's coming from the middle, not from one of the wheels. At speeds faster than 20mph or so you cannot notice the whining sound, but as you slow down it becomes louder and louder until you come to a full stop.

Have you tried jacking the car up and spinning each front wheel by hand?
 
Did you just do a brake job?

This sounds like what happened to me when the anti-rattle clips were hanging down making contact with the rotors.

If the noise stops when the car stops, then it's not driveline. So that eliminates the engine and accessories and transmission (for the most part). I'd start by putting the car up on jackstands, spinning the front wheels one by one, seeing if you get the noise, then the rear wheels, then start the car and let it sit in drive at idle to see if the noise is from the driveline south of the trans.
 
Does it make the noise when you turn the steering wheel, or when you first start up or does it only happen when the wheels are spinning?
I have replaced 2 bearings on the LS and both times it was a loud drone/grind (low pitched) not really a whine (higher pitched).
The power steering pump can be pretty noisy especially on the Gen I LS when it needs replaced.
