1986 Lincoln Town Car starter doesn't disenguage

I am a new member and hope not to be too long winded. I bought a 1986 Lincoln Town Car last year as a project. The previous owner tried to park it under a Toyota Camry so it needed a sheet metal nose. The car also had an alternate starter button installed. I replaced the entire nose as it was all bent above the bumper. I also replaced the neutral safety switch on the transmission and eliminated the alternate starter switch. Everything worked fine for a short time and then when I started the car the starter didn't disengage until I unhooked the battery. Last year I stripped and junked a 1989 Town Car and I kept many parts. The starter on the 86 also would drag so I replaced it and the starter solonoid on the inner fender with used parts. Everything was fine for a few starts and then it didn't disengage again until I unhooked the battery so I went to Autozone and bought a new starter and solonoid and installed them. Again I had the same issue so I replaced the starter switch on the column with a used switch and then new and still have the same issue. I am not sure what else to do but I can't run the car at this point and I am baffled. When the alternate starter switch was in the car it was a simple push button that picked up power in the fuse box and the other end went to one side of the coil on the starter solonoid. With all the parts I've changed I didn't cut any wires and am fairly certain I didn't change how things were wired. Everything else was unplug and replug. I'm baffled so any help would be welcome. Not Usually a ford problem but maybe the starter needs to be shimmed
This is assuming you made sure that the ignition isnt commanding the starter when
You have no disengagement
