1997 continental emergency brake cable

I had my rear brake lines replaced while back and noticed now the emergency brake cable is drooping a bit and a small black plastic clip that holds it up twords the back is broken. Also the metal spring appears to be compressed a bit, is this normal. Or should the cable be taught even if the clip is broken. The rubber ring on the cable isn't touching the body like before and is probably 1/2" or so from contacting the body.
 
The cable is self adjusting. There is a metal clip that needs to be pulled down, which will release the slack.

The next few steps I'm a little grey on, but if I recall you need to reengage the clip and then engage the parking brake for about 10 minutes. Then, release the parking brake again, repeat by pulling the metal clip and releasing the slack.

Now if this doesn't work, try to leave the clip un-engaged and engage the parking brake for 10 minutes. Then re-engage the clip.
