2005 ls v8 Service parking break

So every time I unplug my battery on my 05 ls, my dash keeps telling me to "apply park break" "foot on brake". Yes I know how to reset the parking break, But sometimes it does not work and when I start driving the service parking break code will come up and every time I hit the gas petal it will make an annoying beep sound. Eventually after countless times of trying to reset the parking break I would finally get it within a day. Now I cant get it to stop and it has almost been a week. I went to lincoln and they looked at it and said it was the parking break actuator and it will be 250 to replace it. I dont want to have to pay 250 for something I wont use. Is there any way I could just take out the whole module or disconnect it? And has anyone else ever had this problem?
 
If you don't fix it, you will also not have an emergency brake.
The actuator is fairly cheap at the u-pull-it type junk yards.
 
emergency brake is something you may never need, but in case there is that one time you do need to use it, I'm sure $250 wont be nothing compared to what would happen if you needed it and didn't have it.
 
BS!!! If your actuator was working... you would find out that pulling up on the the parking brake button will actually cause severe drag on the rear brakes. Even while driving on the highway @ 65mph!!! Possibly even to the point of locking up the rear brakes in improper potential weather conditions. It is an electrical motor that will continue to apply ONLY rear brake pressure as long as you continue to pull on the button/lever. So YES,,, it is there not only as a parking brake... but also as an emergency brake like the foot pedal of past decades.
 
In case you doubt this... I tested this theory a few years ago. It not only continues to apply gradual drag at higher speeds,,, but I also tried stopping at a stop sign @ 25 mph by modulating the rear brake pressure... by pulling up or pushing down on the brake button/lever. It works as intended by the manufacturer when functioning properly!!!
 
It does not even work as a emergency break. You have to stop to engage

This is wrong. It does work as an emergency brake, with three levels of braking. Try it sometime. Don't believe me? Read your owner's manual.
