90 Town Car no power to fuel pump

I have a 90 lincoln town car with a 5.0. I bought it from my uncle. he said it needs a fuel pump. I bought and installed a new pump and nothing. the pump doesnt turn on. I jumped the relay socket and the pump runs. i have fuel up to the rail and it doesnt start. the injectors seem like they arent opening. I dont think it would be a bad relay. I stole the horn relay (same part number on my car) and it didnt do anything. Im really frustrated with this and im ready to just cut my losses and junk it. I have a lot of money invested in this already and dont know what to do. any suggestions would be GREATLY appreciated.
 
does the pump prime at all when you first turn the car on?or just nothing at all?
 
It doesnt even prime when you turn on the key. I unplugged the sending unit connector and made sure all the terminals were clean and plugged it back in and still nothing. the gas gauge works. its just the pump isnt getting power to it. I made sure the inertia switch wasnt tripped. i even unplugged it and put a jumper wire across the plug on it and still nothing.
 
ok. so you jumped around the relay and the pump ran correct?
so, something isn't turning on the relay. and you hot wired it and still had no start?

for some reason, the relay isn't being triggered.
have you checked your fuses? under the dash and under the hood both. maybe you lost power to the computer. or the computer died.. rare, but possible. i had a computer fail, but the fuel pump ran constantly with no start.
maybe the computer came loose?
bad wiring. any mice problems?
 
I checked all the fuses and they are all good, however, when me and my dad were working on it i had him keep turning on and off the key. every time he turned the key on the computer relay clicked. is this normal? by "computer" i mean the eec or whatever its called. its the relay next to fuel pump relay.
 
got it running today. for some reason it wouldnt work when i replaced the relay for the eec. I put a jumper wire in there and it runs fine and everything works. couldnt get it working with the relay so i wired in a fuse in the jumper wire and drove it home. so far it still runs ok.
