96 Brake Issues

I have a 96 Mark VIII that is having a problem with the brakes not releasing after coming to a complete stop. I changed the calipers and still have the problem. I suspect it may be the proportioning valve or maybe the booster. If anyone can give me some Ideas I would really appreciate it.
 
Had a similar problem with a car I had a while back. It was caused by the rubber flex hose to the calipers deteriorating. The rubber hose rots from the inside, so it looks fine on the outside, but the inside swells restricting the flow of the brake fluid. When you activate the brakes there is enough pressure to force brake fluid through the hose, but when you release the brakes the caliper can't relase the fluid so it doesn't "let go".
