'97 mark VIII Trunk neon question

My neon trunk light is acting funny. Sometimes it doesn't work at all, sometimes it comes on with the lights for a second and then goes dark, and sometimes it sort of flashes. Most of the time it doesn't work at all. I guess what I'm asking is that a sign of a bad ballast? I pulled the light down today and wiggled the wires to the ballast, and it seemed to work while I had it loose, but it just flashes on when I turn on the lights, but then goes dark again. I don't mind getting another ballast, but I hate to throw parts at the thing for no reason, it eats enough of them already. Thanks for any help!

It needs a new Ballast.

You might want to try to replace the lightswitch first, they tend to go out first.
