AC & Heating all gummed up (technical term)

Car: 1998 Mark VIII LSC
Problem: Heating/AC will not heat or cool.

Operation:

When selecting DEFroster, air is directed to the defrost vents correctly, but air temp is whatever the outside air happens to be - it is neither cooled (in summer) or heated (in winter).

When selecting FLooR/DEFroster, air is directed to the defrost vents and floor correctly, but air temp is whatever the outside air happens to be - it is neither cooled (in summer) or heated (in winter).

When selecting FLOOR, there is a slight decrease of air through the defrost vents but there is more air delivered to the floor - again, the air is neither heated or cooled.

When selecting PaNaL & FLooR, there is no change from FLooR setting.

When selecting VENT, no change from FLooR setting.

When selecting MAX A/C, there is no change from FLooR - except that the blower motor goes to high (normal operation)

A couple of observations...

The electronic function of the system works - it automatically select either heat or cool, as needed, and changes the blower speed, depending on what the thermostat is set to relative to the interior temperature of the car.

The AC compressor is working and there is a very noticeable difference in the temperature between the hot and cold lines when it is running (DEF mode or when it is turned on, depending the temperature selected on the controls).

Any suggestions?
