well im not getting any cold air.. and i have noticed i also have a bit of hot air coming out of the vents even when the climate control is off.. now im 99 percent sure my DCCV is bad because the fuse is blown on it... besides that what is a good procedure to go by on checking my ac components like compressor etc.. so i know what needs to be fixed (if anything is broken) before i take it to a shop so they dont gouge me

Well, if the DCCV fuse is blown, then the AC clutch won't work either. You'll need to replace the DCCV (use OEM) and fuse before you can check anything else.
Why not do it yourself?

no, fuses dont blow just cause they get old, there was a problem, and the fuse blew to protect a wire from catching on fire. I wouldn't replace a fuse without changing something ...

Yep. There are a few possible causes, but the most likely one is that the DCCV is shorted. You could unplug the DCCV and then put a fuse in. If it didn't blow, then you would know it was the DCCV. That would also allow the AC clutch to engage. Still, that won't help because the AC can't overpower the heater. (Heat will be on full with the DCCV unplugged, with the DCCV defective, and/or with the fuse blown.)
What I meant was, why don't you replace the DCCV yourself?
