angel eyes...rusty color!!!!

Has anyone else had this problem??? I have this rusty looking residue at the base of my CCFL angel eyes not sure what it is. I thought it was the epoxy I used changing color from the heat, but I took it apart and it is inside the ring.

The epoxy may have stained the plastic cover to make it look like it's rusty.

If I sand it will ruin the shiny finish, any ideas???

I don't know if I'd sand it. Try using some cleaning compound or similar as not to scratch up the plastic housing.
