Both low beam headlamps not working(Not burnt bulb)

Hello guys. I actually have a very unusual problem and maybe someone may have a good idea on how to fix it. Firstly, this is a 93 lincoln mark viii that was previously owned by gman. It has aftermarket HID's installed and the wires have been cut to where the error message doesn't come. All the random information will become relevant later. I was checking to see why I don't have heat and pulled the entire dash to check the blend door. Turns out everything was in working order. The blend door didn't have broken teeth and worked fine and the door opened/closed. While pulling the dash I noticed almost every wire had been cut and crimped back(such as the headlamp switch/wires under dash and glove box). Anyway I went ahead and replaced the soft button HVAC unit with the original older unit hoping it might fix my heat. I also pulled the older wiring which weren't being used for the audio unit as this car has an aftermarket head unit. The wires were what seemed to be 2 quantity that look like the connectors which plug into the cd changer. Now here is where i think the problem lies. I rerouted the wires for the lamp outage module that is in the glove box properly so it wouldn't scrap against the glove box every time i closed it. I may have pulled on the wires to cause them to become lose but I don't see any pulled off. So I did all of this and put the dash back in and the low beams are not coming on. The high beam and all the other lights come on fine. I also checked with my voltmeter and I was reading 0.00 volts when off and 0.02 volts when turn on at the connector for the hids. I am really lost on how to tackle this problem as I just spent the whole day doing everything else. Will probably just rest it out and work on it tomorrow but hoping to get some info over that time. Got it. That was much easier than I thought it would be. I got lucky with my first hutch and it was the cause of the problem. I'm probably going to go back and tighten any wires that aren't crimped together properly. These wires were crimped but not correctly and therefore got lose and resulted in no low beam.

Another sign of Gmans incompetence. Glad you found the problem. :)
