Brothers mustang won't start.

I have my brothers 07' mustang while he's overseas and it won't start. When I put jumper cables on it I noticed that a light that has a lock on it is flashing on the dash. It doesn't even try to crank. The windows, radio, everything work except it won't even try to start. I did a little research and disconnected the battery for a while and tried again and the same thing. The battery is almost new.

Please give me a solution that doesn't involve towing the car to the dealership.

+1. FYI in case you're wondering PATS stands for passive anti theft system. This has been covered quite a bit on the Mustang forums. Just do a google search and it will bring up a bunch of threads.
