Buying 03 Navigator-What to pay? Any problems?

I am seriously considering the purchase of a 2003 Navigator with 38k miles and fully loaded with an aftermarket wood package. They are asking $30k, is that a decent price? How much will a dealer typically knock off their asking price on a used vehicle?

Second part. What issues should I look for? The 03s seemed to have a touchy throttle compared to the newer ones. Is there any way to fix this?
