Can't identify item in engine bay

I was checking levels and happened to notice this cracked plastic housing. What is it?
 
Yes, just a hard case for a bunch of wires

Which one end of is leaning way to close on top of the throttle body return spring!

Could potentially get caught up and be disastrous, I'd fix it despite only a plastic housing for wiring. Can't see clearly and currently on the road, so cant go check on my 01, but is it not there to protect the wiring from the wiper arm mechanisms?

Probably because there was a pressurized system near it. Or maybe the degas bottle exploded (I have yet to hear of this ever actually happening) and a piece of plastic shrapnel caused the damage.

Loose cap is right in there with the 500 M P G carb. However, with all due respect, a pressurized system does two things---raises the boiling point of the coolant and makes sure there are no bubbles in the system. If the system is completely filled and driving circumstances are such that there is no extra load on the system requiring the 'elbow-room' of the pressurized-higher-boiling-point, you might be able to drive for years without a catastrophe.

Sorry for late reply, just got off the phone with previous owner and said he hit a very hard dip going around 50. Said that the engine shroud came off during this time, possibly what caused the harness to crack?
