solved, for now
I disconnected the battery (both posts) and clamped them together for half an hour, then connected the electrical connection to the IAC, hooked up the battery and hooked up the air tube, started it up-it's fixed, idles like it did before-
I remembered last night having the same problem with my 93 years ago (my wife reminded me that this seemed to have happened before) and I went on line, and found that toyota owners have the same problems with 98-99 camrys, and this is one of the fixes-it makes the computer re-establish the settings for the IAC so that it recalibrates. Because of the 'overspeed' MIL it sets, it means the IAC is working, just the ECM for some reason has lost it's ability to calibrate it properly. This car sits alot (I drove it less than 5000 miles a year, usually not driving it at all from late November to late March), so I need to clean the battery posts and charge the battery prior to running it on a regular basis when it starts to get warm again. Whatever, I bought some seafoam and ran it through the PCV while running, put some in the gas tank, cleaned the battery posts and terminals, and will charge the batery, and carry a 13mm and 8mm wrench so that next time it happens, I'll try this again. If it doesn't work, I'll remove the intake tube (no engine cover) and disconnect the IAC to get it home, then I'll ponder again what it must be like to remove that IAC with the engine in the bay...what a joke. thanks for the suggestions and especially the photos.
