Compressor seems to be cyclying often

Its wintertime here so the ac isn't running but will it still cycle off and on to build pressure if the charge is low? Also if it is low can you add refrigerant when it is too cold for the ac to kick on? I've tried it with the climate control on auto and off and at idle in and out of gear it only does it when its on. Any ideas what it could be.

The bottles specify setting it to max cool to measure and then if needed fill it. Does just engaging the compressor perform the same function to get an accurate measure of pressure. The same as using the max-ac or norm ac that is actually cooling and using refrigerant. The gauge showed 35-36 psi which is within the normal range.
 
I have posted that my car pulses when running at a light. I actually took the time to do a visual and my AC pump is clicking in and out and has been since I got the car. It is doing this winter and summer. The clutch kicks in, does one or two revolutions and kicks out. I had my car into the stealership in 2007 and only replaced the pressure cycle switch after my AC quit working. There was no mention of low freon. That cancels your theory. It must be something else that is powering up the AC clutch.
 
Well it finally got into the 80's for a few days at least so i was able to run the ac on max cool and i got my reading. Gone was the static 35 of before it now drops to 25psi or a bit less then kicks in the compressor. Pressure then goes up to about 45psi compressor disengages pressure drops, and repeat endlessly. I got some arctic freeze cans one with uv dye in and refilled up to 45psi. I'll take a look tomorrow when i get a chance to check for any leaks.

Oh and by the way when i had the pressure switch changed on my 98 towncar i before the conti the dealership said a discharge/recharge of r134 is part of the job. They didn't mention it to me either i only found out when I asked why it cost so much.
