Continental steering wheel moving during uphill/downhill

The steering rack and pinion has recently been replaced. The car does leak power steering fluid but I found the leak(Where the fluid travels to the pulley connector) and I'm working on fixing that but what will cause the steering wheel to move off center during climbing uphill or coming down a hill. In otherwords if i'm holding the wheel going in a straight line and then I start climb a hill the steering wheel will change its center point and i'm holding the steering wheel significantly more to the right(Steering wheel moves by itself) to go into the same straight line and the opposite happens when going down the hill. Also happens during harder than normal acceleration. I've been guessing the axle or some type of holder is moving?? I tried looking for play but no luck. Anything that causes this issue... I keep getting which way do you turn your steering wheel parking uphill in google so thanks in advance. I'll try to clear any confusion up the best I can. Oh the car is a 95 lincoln continental.
 
I would check the strut rod bushings,the ones at the front of your cradle . What is the pulley connector you are talking about? Not sure I understand.
