Buy a really good wheel cleaner and spray them down then rinse em with soap and then water.
Next is to wipe all the water off with a dry cloth.
Then get some chrome cleaner and apply all over the wheel and let it sit for about 30 seconds and wipe it off. Repeat over and over untill you are happy with the finish. If its still not good enough then you may just want to get them refinished.
They can be left on the vehicle all year as long as you maintain them this way once a week.

if its bad corrosion then there is nothing you can do except a refinish job by a professional, at a cost. if they are just the stock wheels then look around for some new ones, plenty to be had with a little searching.
