The counterbalanced hinges that are suppose to hold the hood up aren't working, Is there a trick to tripping them?

Counterbalanced hinges under hood won't hold hood up.

what kind of car are you talking about?
we dont have counterbalanced hinges on our mark viii.

These cars have hood struts, and they do wear out over time. Most parts stores should have them in stock or be able to order them for you. Should be around $50-70 for both IIRC.
