You forgot to mention that several times in that passage it says that they are SERVANTS nothing about praying to them, also the title of the passage is Submitting to Authorities, not praying to them
ONE: You shall have no other gods before Me.'

TWO: 'You shall not make for yourself a carved image--any likeness of anything that is in heaven above, or that is in the earth beneath, or that is in the water under the earth.'

Pray means to entreat or implore. There is nothing wrong with making an earnest request of the President.
