03/04 cobras are cast block, forged crank, forged Manley rods, forged pistons (Mahle?) built to handle boost..
the 03 stuff will bolt up to a 99, but it wont take all the boost you can throw at it.. its not as easy as it sounds to bolt up, hence why you dont see alot of older cobras running around w/ 03 blower setups..
