dim headlights

my 1999 eldo has developed a strange problem when I apply the brakes the headlights dim a little and then go back to normal,also the dash and courtesy lights are not always brite any ideas where to start trouble shooting this the volts are at 13.5 ,but sometimes at 14.3
 
I read your other posting and it sounds like the two issues are related. I worked in Hingham and know how hard the salt air can be under the hood. I would check the Battery and the voltage regulator for solid clean connectivity; no loose or worn wires. Check and test your headlight switch.
(Switches run hotter than usual when operating at voltages higher than 12v causing premature failure.) Check the connection at your tail lights. Check for loose or worn wires and sockets/lamp housings.

If you have the means, run a diagnostic. Something in your Electrical system failed causing these issues. Most times these failures can only be identified through the diagnostic.
