You can buy replacement glass on e-bay. The burnt look is caused by a failure of the auto dim. It is an oily substance sandwiched inside. The replacements can be put right over the old one or the old one can be removed first. Of course the auto dim feature no longer will work.
I took off the clear plastic cover, tore out the wires, and drained/cleaned all the oil. Slapped the replacement right on top of the old mirror, good as new! Absolutely the best ten bucks and twenty minues I spent. I now can see in my mirror. I don't even worry about the stupid dimmer b/c I never got to use it anyway.
