engine code p1413????????????/

hey guys, i am new to the site but it seems great. The other day on a 200km road trip my engine light came on when the gas was really low (just before or just after the low gas light came on). I took the car to the dealer and they told me that the engine code was p1413 and that it had something to do with the secondary air management system. They said that they might have to take the fender off to get at it. On top of that they are trying to tell me that the part is not part of fords pep extra warranty and that i will have to spring for these repairs. If anybody can help me i would really appreciate it

i appreciate you taking the time to help me out. The info you provided was great. I was just wondering could being low on gas play with any sensor readings or could it be just a fluke. The dealer is charging me 90$ an hour and 385$ for the secondary air pump with min 6hrs of labour. Even though i have a ford pep extra warranty "apparently" its not covered by the warranty. It really sucks to have to pay 1000$ for something like that.
