ETC Failsafe before the engine is turned over

My Lincoln ls goes into failsafe mode before I even start it. But if i start the car and hold my foot on the throttle for five to ten minutes at 1500 rpm and then restart the car it runs fine till I turn it off. Then I have to do it again unless it's a hot day. On a hot day car seems to run fine. Codes are for tps, throttle prosser.

Throttle plate is sticking in the throttle body. Clean it really good (with TB safe cleaner only), or replace the throttle body if it has been cleaned improperly.
