I am convinced that the damage to the economy (from multiple administrations) is too deep for 'dumb luck' to get us through.

His actions may have done nothing that changed the situation but things appear to be looking better and he gets the credit in the mind of the average voter because he is president.

In other words, no.

It is still questionable if the economy is truly recovering, but for the sake of argument let's assume it is. You still need to show that the economy is recovering due to his actions in order to prove your point. At the very least, you need to give some reason to discount the notion that the economy is recovering despite his actions or that his actions had no effect at all.

Getting "credit in the minds of the average voter" is irrelevant to your claim.
