The Federal Emergency Management Agency announced this week that it didn't want the news media taking photographs of the dead in New Orleans. A FEMA spokeswoman talked unconvincingly about the dignity of the dead. But the bizarre demand, a creepy echo of the ban on news media coverage of the coffins returning from Iraq, is simply the latest spasm of a gutted federal agency.

It's not really all that surprising that the officials who run FEMA are stressing that all-important emergency response function: the public relations campaign. As it turns out, that's all they really have experience at doing.

Michael Brown was made the director after he was asked to resign from the International Arabian Horse Association, and the other top officials at FEMA don't exactly have impressive résumés in emergency management either. The Chicago Tribune reported on Wednesday that neither the acting deputy director, Patrick Rhode, nor the acting deputy chief of staff, Brooks Altshuler, came to FEMA with any previous experience in disaster management. Ditto for Scott Morris, the third in command until May.

Mr. Altshuler and Mr. Rhode had worked in the White House's Office of National Advance Operations. Those are the people who decide where the president will stand on stage and which loyal supporters will be permitted into the audience - and how many firefighters will be diverted from rescue duty to surround the president as he patrols the New Orleans airport trying to look busy. Mr. Morris was a press handler with the Bush presidential campaign. Previously, he worked for the company that produced Bush campaign commercials.

So when Mr. Brown finally got around to asking Homeland Security Secretary Michael Chertoff for extra people for Katrina, it wasn't much of a departure for Mr. Brown to say that one of the things he wanted them to do was to "convey a positive image of disaster operations to government officials, community organizations and the general public." We'd like them to stay focused on conveying food, water and medical help to victims.

Political patronage has always been a hallmark of Washington life. But President Bill Clinton appointed political pals at FEMA who actually knew something about disaster management. The former FEMA director James Lee Witt, whose tenure is widely considered a major success, was a friend of Mr. Clinton's when he took office in 1993, but he had run the Arkansas Office of Emergency Services. His top staff came from regional FEMA offices.

Surely there are loyal Republicans among the 50 directors of state emergency services. But President Bush chose to make FEMA a dumping ground for unqualified cronies - a sure sign that he wanted to hasten the degradation of an agency that conservative Republicans have long considered an evil of big government. Katrina has proved that federal disaster help is vital, and that Mr. Brown and his team of advance men can't do the job. What America needs are federal disaster relief people who actually know something about disaster relief.

The lethally inept response to Hurricane Katrina revealed to everyone that the Federal Emergency Management Agency, which earned universal praise during the Clinton years, is a shell of its former self. The hapless Michael Brown - who is no longer overseeing relief efforts but still heads the agency - has become a symbol of cronyism.
But what we really should be asking is whether FEMA's decline and fall is unique, or part of a larger pattern. What other government functions have been crippled by politicization, cronyism and/or the departure of experienced professionals? How many FEMA's are there?

Unfortunately, it's easy to find other agencies suffering from some version of the FEMA syndrome.

The first example won't surprise you: the Environmental Protection Agency, which has a key role to play in Hurricane Katrina's aftermath, but which has seen a major exodus of experienced officials over the past few years. In particular, senior officials have left in protest over what they say is the Bush administration's unwillingness to enforce environmental law.

Yesterday The Independent, the British newspaper, published an interview about the environmental aftermath of Katrina with Hugh Kaufman, a senior policy analyst in the agency's Office of Solid Waste and Emergency Response, whom one suspects is planning to join the exodus. "The budget has been cut," he said, "and inept political hacks have been put in key positions." That sounds familiar, and given what we've learned over the last two weeks there's no reason to doubt that characterization - or to disregard his warning of an environmental cover-up in progress.

What about the Food and Drug Administration? Serious questions have been raised about the agency's coziness with drug companies, and the agency's top official in charge of women's health issues resigned over the delay in approving Plan B, the morning-after pill, accusing the agency's head of overruling the professional staff on political grounds.

Then there's the Corporation for Public Broadcasting, whose Republican chairman hired a consultant to identify liberal bias in its programs. The consultant apparently considered any criticism of the administration a sign of liberalism, even if it came from conservatives.

You could say that these are all cases in which the Bush administration hasn't worried about degrading the quality of a government agency because it doesn't really believe in the agency's mission. But you can't say that about my other two examples.

Even a conservative government needs an effective Treasury Department. Yet Treasury, which had high prestige and morale during the Clinton years, has fallen from grace.

The public symbol of that fall is the fact that John Snow, who was obviously picked for his loyalty rather than his qualifications, is still Treasury secretary. Less obvious to the public is the hollowing out of the department's expertise. Many experienced staff members have left since 2000, and a number of key positions are either empty or filled only on an acting basis. "There is no policy," an economist who was leaving the department after 22 years told The Washington Post, back in 2002. "If there are no pipes, why do you need a plumber?" So the best and brightest have been leaving.

And finally, what about the department of Homeland Security itself? FEMA was neglected, some people say, because it was folded into a large agency that was focused on terrorist threats, not natural disasters. But what, exactly, is the department doing to protect us from terrorists?

In 2004 Reuters reported a "steady exodus" of counterterrorism officials, who believed that the war in Iraq had taken precedence over the real terrorist threat. Why, then, should we believe that Homeland Security is being well run?

Let's not forget that the administration's first choice to head the department was Bernard Kerik, a crony of Rudy Giuliani. And Mr. Kerik's nomination would have gone through if enterprising reporters hadn't turned up problems in his background that the F.B.I. somehow missed, just as it somehow didn't turn up the little problems in Michael Brown's résumé. How many lesser Keriks made it into other positions?

The point is that Katrina should serve as a wakeup call, not just about FEMA, but about the executive branch as a whole. Everything I know suggests that it's in a sorry state - that an administration which doesn't treat governing seriously has created two, three, many FEMA's.
 
It amazes me...simply stupifies me...that you present facts and article after article and yet none of the right wing people on this board have even the courtesy to respond with so much as a 'well gee will you look at that'. Liberals are constantly expected to cow-tow when we are presented with facts that make us look bad...where are your retractions and apologies right wingers?

Many of these articles have profanity (f-bombs) in the text or even in the headline. Does that even bother you as to their credibility?


I can only read and tackle these one at a time, but the one about FEMA and the Red Cross: Your title is incorrect. It wasn't FEMA at all; it was actually the Dept. of Homeland Security, the LOCAL DHS (as ordered by the Gov. of LA, btw) that prevented the Red Cross from getting in. The governor stated that she didn't want to create a magnet by giving food to the people in the dome; she'd rather starve them out of the state.

As the National Guard delivered food to the New Orleans convention center yesterday, American Red Cross officials said that federal emergency management authorities would not allow them to do the same.

Other relief agencies say the area is so damaged and dangerous that they doubted they could conduct mass feeding there now.

"The Homeland Security Department has requested and continues to request that the American Red Cross not come back into New Orleans," said Renita Hosler, spokeswoman for the Red Cross. "Right now access is controlled by the National Guard and local authorities. We have been at the table every single day [asking for access]. We cannot get into New Orleans against their orders." Calls to the Department of Homeland Security and its subagency, the Federal Emergency Management Agency, were not returned yesterday.





Not only did you not get your facts right, but you didn't get your headline right, which continues to show how you cut/paste without reading. Not to mention that this same Pittsburgh Post-Gazette you labeled a RWW paper in another thread, which smacks of hypocrisy. You can't have it both ways.

I don't bother with your profanity-laden articles since they're no more official than blogs, so I'll read the others later and see if there's anything worth debating.
