fuel system problems

Hi: New to the forum and hoping someone can help me with the issue I am having. I have 92 Towncar. A few days ago stopped for gas and when I got back in the car would not start. Got the car home and no noise coming from fuel pump. Changed it out and still no power getting to the fuel pump. Took the old fuel pump and wired it directly to the battery and it worked fine. Checked the inertia switch and found the wires had been pinched so I cut the wires and tied together. Checked for power across the wires and am getting about 10 volts. Checked for voltage at the harness on the fuel pump. The two outer wires, Black and Red no voltage. The two inner wires I get a voltage reading of about 2 volts. Dont know if this is relevant but you can turn the ignition lock without the key being in it. Any ideas would be greatly appreciated as at this point I am stumped. Also, is there a way to put power directly to the pump through the relay. If so which wires do you jumper?

If I shoot starter fluid in the intake the car fires up no problem.
