I think it was from a TV show about show dogs or dog trainers. The cameras were at a park following a trainer when there was some commotion in the parking lot behind them. The woman's dog bit a guy in the shin and he was pissed off because this small dog is routinely behaves like this due to the bad owner... the woman in the video.

The dog's behavior is the consequence of the owner's actions.
There's nothing wrong with the dog.
