My 04 V8 Sport jumps when it hits around 20mph on the speedometer, it hesitates. Could this be the coils or spark plugs? I just changed the fuel filter because it was clogged and dented up.

I don't understand your statement by the way. Jumps as in...? Then hesitates? A little bit more elaboration can help a long way.
The "dented up" fuel filter seemed odd. It is protected behind the wheel well. If that was missing and it is being pelted by road debris, that would concern me.
I have experienced the "hit 20 to 30 mph" and the engine go into a "failsafe" mode. For me, it was due to a COP failing under load. It was more than a hesitation. It was a near shutdown.

When I hit 20mph it feels its about to slow down then it jumps, it's like a jerk. No problems after that.

Mine does something very similar, even when I hold it in first using SST. It feels like a very rough shift (except that it's not shifting in SST). My gas mileage also seems to be dropping (long-term average with similar driving conditions).
