How do guys find previous owners in the US?

Hi everybody.
I live in the UK and have recently bought a 1997 lincoln mark 8.
I have the carfax report and the car was in Arizona until early 2004 when it was exported from Long Beach to Spain.
Then from Spain to the UK in 2008.

I really would love to talk to previous owners about the car, but don't know how to find the owners names in the US. How do you guys do it?

I do not believe you are able to do so without access to that state's DMV (department of motor vehicles) records. That information is typically not available to the public.
