It's been a long time since I've seen an IL driver's manual, but I'm pretty sure they use them. (They're normally kept at the state level, so if you've only gotten local tickets, you may not see them. Or IL really may not have a points system.)
In Oklahoma, different moving violations carry different points levels; once you hit a certain number of points, your license is automatically suspended. As far as speeding goes, only tickets for 10mph and over go to the state, which is the only place the insurance companies get to look. As a result, "SP+9" is a common plea; the locality gets its money and the driver doesn't get stung in the bank account.
I don't recall what the points are, but it used to be something like 1 for speeding, 2 for reckless driving, 4 for DUI, etc, with a max point level of 5. One point dropped off for every year without an offense, or something like that. (Of course, it's been a long time since I looked it up, and it may have changed, or I could be remembering incorrectly.)
