I need help fast!!

I have a 1990 Lincoln Mark VII LSC Special Edition. Heres the situation....Ive had my vehicle inspected and i need three things to work for me to pass the inspection. Horn, Brights, and Wipers. My horn completely doesnt work. My brights will work only if i hold the multi function switch toward me. And my wipers work but they will stop wherever i turn them off, or in other words they won't park!

My research.

The horn is in the driver's side front fender.(what a bitch)...iam gonna need help with removing it. I went to my hometown Ford dealer and they told me that the horn comes as a kit, the low pitch and the high pitch horn...price $42. I also price checked a multi function switch...$73. Now the multi function switch could be half the problem, because my wipers work...which means that the motor is ok. Now for the horn, which iam guessing is broken because my car was a flood damaged car, but if not, what are the odds that the horn relay or the horn switch on the steering column are broken.
What does the horn relay look like...color, size, location.
Please give me some feeback, i only have a few days.

Well, if I remember correctly the brights don't work like traditional ones. You have push the lever away from you to turn the brights on instead of pulling them. The horn you could check by running 12V directly to the horn from the battery. Wipers I'm not sure about.

I know that if i push them away from me thats the way they are suppose to work. but what i was saying was that they dont work that way they only work if i pull it toward me. Where do i connect the 12v to the horn???
 
Ok....


First, if the brights will not engage when you pus hthe stalk away from you, you may have to fiddle with the 'Auto Dim' wheel. Try pushing it all the way up until it clicks. That's what I had to do.

Second, the horn is part of the cruise circuit (don't ask me why, I think it's retarded.) If your cruise doesn't work, then you probably have a bad ground. Now, they way you test the horn is by taking some wires, hook one up to the + terminal on the battery, then hook the ends up to the horn. Take the free end and touch the body of the car with it. If the horn doesn't blow, try reversing the leads on the horn. If it still doesn't blow, you got a bad horn.

Third, for the wipers, there is a small ground cable that comes off the wiper motor housing. It's black and has a ring terminal and is bolted to the firewall on the driver's side. Unbolt that, clean the hell out of it and the mount and reattach. You could also try hooking it to a better place if you like.

I don't know when it changed, but my stalk for brights only pulls towards me. I cannot pushthe stalk. And check the auto dim like Capt. suggested.

thanks for the advice....i went to my local Ford dealer to order a new horn kit and a new multi-function switch. I did check the brights scroll knob and it doesn't work for my model year. Thanks for the help, but i might need some help for the installation on the horn for sure!! If anyone knows how to remove the horn please let me know!
