Lock issues and Climate controlled seat issues 2003 Lincoln Aviator

First and foremost, I am new to this forum and to owning a Lincoln. Please forgive me if I have asked these questions in the wrong area. I have recently purchased a 2003 Lincoln Aviator. I am having several issues that I am trying to sort out. The first is that the key fob, keypad on the driver side door and lock button on the driver and passenger doors are all not functioning properly. The locks do function with the button in the truck area. I have tried to get the vehicle into program mode for the key fob but I have had no luck. The way that I understand it is after turning the key from off to run 8 times in ten seconds the locks should cycle and I should be able to program the key fob. However the locks never cycle. I am hoping that all these issues with the locks are somehow connected and I only have one repair to do. The other issue I have is that the heated and cooled seats on both driver and passenger side are not functioning. The battery has gone dead and has been replaced if that matters. The two fuses that mention anything about the seats in the manual have been checked and are good. To clarify, not only do the seats not work, the lights do not come on for the heating or cooling options on either switch. Any help would be greatly appreciated. Thank you in advance
