The subtitle under the newspaper photo is making a statement of fact.
The kyrons would, presumably, be providing a synopsis of the claim or theory that is being discussed.

Even in that photoshop you posted, the one so popular at DemocratUnderground.com, the caption isn't stating opinion as fact. If so, what? It's absurd to even speculate, but what would it be?

The newspaper caption states, definitively, that this Representative is voting against a bill that is desperately needed in his district. I don't agree. I'm sure he doesn't agree. More than 60% of the population don't agree with that. But the newpaper staff and editor were comfortable making such a statement. And the traditional media does things like that all of the time.
