More neon 3rd light questions

Okay, repairing the light on my car was not high on my priority list of repairs, but it looks like I may be able to do it cheaply so why not? I know the preferred inverter choice is a Glitch inverter but i found someone else who said they used this one http://www.amazing1.com/products/auto-transformer-4-5kv-20ma.html
But they did not provide installation procedure. I'm not a expert when it comes to wiring things up so have any of you used this? is it just a direct installation or does it get more complicated than that?
 
The dc45 isn't a 2 step ballast and will only not have a brake light.
 
Update, I was taking it apart and I noticed there was a wire that wasn't hooked up so I was like well that must be why it won't light up so I connected the wire and turned on the lights it started smoking and crackling real bad. Does this mean it has water sitting in the electronics somewhere?

It was unplugged for a reason. When the ballast goes bad it can pop the fuse which will also prevent you from shifting it out of park iiirc. To fix this the ballast needs to be unplugged and a new fuse installed. Leave it unplugged and buy the correct ballast.
