i just dealt with this prob. a few weeks ago,
actuator rods in column may be broke, cheap part, helllll to fix.
i ended up replacing the whole column, much quicker imo.

for now,you can remove bottom shroud around steering column and remove to screws to drop the ignition switch (not the key part) down,it is a white/cream rectangle unit on the column about 12 inches in towrd the dash on the bottom, you can slide that switch back and forth to start /stop the car till you fix it.

if it is anything else,i dont know what it might be,thats sounds exactly like my problem though.

ok . i took the plastic off around the collum and i think i see the rod in question its white and has alot of grease on it. does it break like further down in the collum cause i see it moving when i turn the key on .... i can start the car up but just can't shut it off . im just soo confused    .just another thing to add onto the car that has to be fixed...

exactly how mine was,a tab or something has worn/broke off,i could start but not turn off too,

i am sure thats your prob too,i found a good column in junk car and swapped it out in like an hour, maybe less.

i took the rest of the collum apart and i beleive it is what you said it was the rod i can hold the lower part with a screw driver . and turn the igniton on and feel resistance but when i turn it back it dont go no where called ford and its 12.17$ in stock talked to my brother he said he did a couple of these jobs so he is coming over this weekend to fix it for me:D :D :D any ways thankyou moes for your help ... now just to sit back and see what else breaks

I had the same thing happen to me. I replaced mine with a used column, it was pretty easy to do. The replacement column came with a switch. I compared it to the old switch, and it seemed like the old switch was harder to move. That could have caused my actuator to break (someone here suggested that when I posted a thread about this problem).
I am going to end up repairing the original column, I am not too happy with the replacement.
