New Emission and MPG Standards

I just read an article on www.mail.com about Obamas new act to reduce emissions and increase fuel mileage by 2016. I'm curious as to whether this would apply to all cars on the road or just new automobiles. I am under the impression that all cars not meeting the requirements will not be allowed on the road. Also, would this mean that performance cars and semi trucks have to meet these requirements? If so I have little hope for a future of me going to a dealership to buy a brand new car I am actually interested in. Is it just me or am I the only one watching America die as a nation and idea?
 
That Is For Newly Manufactured Vehicles Only. We Are Safe As We Grandfather Into Older Emissions Laws. Performance Vehicles Will Always Be Availible. The Technology Exists For Fuel Efficient High Horsepower Cars And Trucks. Just Think. Who In The 60s Would Have Thought That A 500 Hp Car Would Get 26 Mpg(gt500 Shelby).
 
This issue only applies to new ones, but don't expect it to end there.
And I fully expect them to jack up the fuel taxes radically in the next few years, regardless the market fluctuations. And when everyone has a car getting 40mpg, buying half as much gas, then they'll argue that the tax revenue collected at the pump is insufficient to meet the demands.

This is BAD government. It is absurd for them to apply these standards on vehicles a week after the administration signals that they hydrogen car programs are essentially to be killed. The hydrogen powered cars along with nuclear power are the best answer to energy independence that I know of.
 
As a matter of policy I don't buy new cars anyways. Heck, by the time I would even consider owning anything made after those new laws kick in will be 2025 or later. At that point, I'm sure I will have other things to be concerned with. Or fuel will be so absurdly expensive that I won't mind buying something that gets good mileage.

I'd rather see the Market decide what to buy, but the Market is stupid when it comes to vehicles. We let people buy what they want and we have behemoth trucks in every driveway, then suddenly people cry foul when the price of fuel doubles and it costs them so much to drive to work. A little foresight is all the People need, but we shouldn't have to legislate that....

Do you see the inherent statism in your tone there? Who are you to decide what people can buy?

Nothing is dumber than the government when it comes to purchasing. Remember the Pentagon and the $1,000 hammer?
