It would help bush if they could make a series of arrests, instead of one every six months. By this I mean, arrest of the main people.

The problem with a covert war on Islamo-fascists is that most of what happens can't be made public, for fear that it will disclose sources, publicize investigations, bring up greater scrutiny, and inform the bad guys specifically who's been captured and what they would have been able to reveal.

Bush is in a publicity lose-lose all the time.

Most of these high profile arrests haven't been reported by the executive branch but leaked out from other sources, to their dismay.
