I have a 1992 Lincoln, and at times, when turning the key to "start", nothing happens--save for a faint "click" that seems to be coming from under the passenger side dash. All dash idiot lights come on, and thus far, the starter will eventually crank; sometimes it's simply a delayed reaction, other times I have to switch the key off, on, off, on; and other times it's perfectly fine ... I have checked all wiring and terminals, and all seems tight and clean (it's a very clean car, overall). The Haynes manual indicates that it has to be the wiring between the battery and starter, or else the ignition or wiring. Anything having to do with taking the steering column apart scares me ... anyone else have this trouble? BTW, the battery is strong, and once it gets ignition, starts right up.
