Can a broken vacuum line from the intake manifold to the EGR valve cause a P0106 code? I found (again) one of the hard lines broken. I replaced most of the hard plastic lines with vacuum tubing but when I took the appearance cover off I noticed one of the "spliced" hard lines had cracked again.

That's not a crack it's shielding for the vacuum line. If you are referring to the red line under just get some vacuum line and replace it. You need the smaller line sold at any autozone. I just replace all of mine not long ago

Yes, it was the red line. Would a crack/split in that line cause the P0106 code? I replaced most of those lines a while ago. The red line was split at the point it enters the "Y". I just replaced the rest of the hard lines......
 
Would this cause rough idle?

I got a rough idle again today again despite my thoughts that it was fixed. Now im thinking egr or maf related.

I would check those hard lines. They get very brittle and break or crack with the least bit of external force. Mine broke initially when I removed the TB for cleaning. I didn't see the breaks as they were under the loom. I have had a rougher than normal idle with the a/c off. That just means the idle wasn't as smooth as normal.
