Alright. So, a week ago when I bought my 97 MK8, it had the check engine light on. So, I did some digging around. I did research the forum before hand and found out that a lot of people had success using sea foam to get the IMRC operating freely. So, I did a liberal application of sea foam and it didn't really do much. The code was still there. So today I did some feeling around behind the intake. Both IMRC arms moved freely. But I did notice that there was a lot of slack in the cable going to the drivers side. I had someone rev the motor to 3k to see if the cables moved. But they didn't. Now I know that the IMRC is bad. Now my question is, can the controller be rebuilt since its electronic, or can I use the controller from an aviator?
 
I had this code last year.

If there is cable slack and the arms move freely at the back of the heads on each side, it could be stuck at the other end of the cable (actuator), check there to see for movement. Also check to see if you can pull and push the cable from the back of the heads. P1518 is the passenger side, so try that side. You should be able to move the arm or lever quite a bit. If you can't get to the actuator, you may be able to free it up, but pulling back and forth on the cable to un-seize the actuator.
