Removing rear valance

Ok, searched and couldn't find it...
but first try at removing the rear facia / valance on the bottom of the bumper cover and it seems that the bolts/screws on the sides are from the top down as if it was put on the bumper cover then the bumper cover was mounted....

Is that what I will have to do ?
remove the whole bumper to replace the rear valance ?

There are 2 plastic rivets that hold the valence to the bumper. They are by the wheel wells. Drill those out, and remove all the other screws, and it should come off.

Piece of cake after doing that....
there were clips holding the bumper cover and valance/facia together and off it came...
