Rev limiter in DRIVE

Guys, I recently had a problem with my 05 V6. The COP well often has water after heavy raining so I have to change the coil every 8 months or so. But this time after I changed the coil the engine hits the rev limiter of 3000 RPM when drive. Anybody has idea about what's going on?
 
It seems more likely that you are having enough misfiring that you just can't get past 3K, or you have damaged your cats badly enough that they are too restrictive. There's a $5 seal on the wiper cowl that you need to replace to fix the water issue.
 
Thanks. I will go figure out. I should have mentioned there is no engine code yet. I replaced my cat on bank 2 two years ago. Also the vlotage from the downstream O2 sensor says it's normal with 0.8V both. I checked them yesterday.
