Tire Help

i am moving to portland at the end of this month and i am planning on getting some 18 inch chrome wheels as soon as i get there. i know it rains a lot and snows a little. Si figure i have to atleast get a tire that works for dry and wet. do you guys all switch your tiresd for winter? cause i really dont wanna do any damage to my rims. anyone have the hankook v4es? they look pretty nice.
