Yes, that toggling weird noise your hear coming from the front of the car when TC activates is normal.
The TC in the 98+ Conti sucked for me. I always turned it off. I assume you know how to disable it if you need to...

Does anyone know how to turn off the traction control of a 1999 Lincolno towncar Signature series. The shift from 1st to 2nd jumps forward and burns alittle rubber while activating the traction control so I'm not doing as well in my stop light specials if you know what i mean... Can't find any button and I bought it 2 weeks ago so there is no owners manual to find out....
