URGENT LEGISLATIVE ALERT



Backyard Vehicle Restoration Jobs Under Siege Again In Illinois



A bill (H.B. 4256) has been introduced in Illinois by State Representative Patricia Reid Lindner (Dstrct50@aol.com) that would further restrict the ability of Illinois vehicle hobbyists from maintaining inoperable vehicles on private property. H.B. 4256 would redefine “inoperable motor vehicles” to include vehicles incapable of being driven under their own power for a period of 7 days. Under current law, these vehicles must be undriveable for a period of at least 6 months to be deemed inoperable and thus subject to disposal and fines by a county. Last year, Illinois hobbyist help stall a bill (H.B. 25) that would have effectively required that all inoperable historic vehicles over 25-years of age be stored in a garage or risk a nuisance citation and possible county disposal. That bill removed historic vehicles over 25-years of age from a list of vehicles exempt from county inoperable vehicle ordinances if they are not kept within a building. Both H.B. 25 and H.B. 4256 are pending in the Illinois State Legislature for 2006 and will likely be considered by the Local Government Committee.

· H.B. 25 and H.B. 4256 would give local authorities an inordinate amount of power in determining the disposition of historic project cars.



· H.B. 25 and H.B. 4256 would make it virtually impossible for Illinois hobbyists to maintain inoperable collector vehicles on private property.



· H.B. 25 and H.B. 4256 demonstrates a clear disregard and lack of understanding of the vehicle hobby and the rights of hobbyists.



· H.B. 25 and H.B. 4256 make no legal distinction between an owner using private property as a dumping ground and a vehicle enthusiast working to maintain, restore or construct a vehicle.

That's not funny, I actually made a comment to Joey about extending my garage over my entire driveway!

yeah they tried to nail me on my lightning last year, i had the battery out of it for the winter.

they left me a note saying that i had to move it/store it/ or prove that it ran.

i left 60' of black posi rubber marks on teh street in front of the house and a note in the window of the truck that said "Observe rubber in rear wheel wells."

i think they got the point. i have a pest neighbor that i want to give a short but thorough beat down, he can't seem to mind his own business.
