weird noise when stopped.

So, when I come to a complete stop I get this weird crackling sound from the front end...I'm guessing it's the breaks but why only at a complete stop?. Plus I just had the rotors and pads changed like 4k miles ago.?? are they F** already?

well now the noise is getting louder. I noticed today that it only starts "crackling" when the road is in a decline and I don't have to be pressing the brake, so I'm totally lost as to what the problem is.
anybody ever have this happen??

Does it sound like a crackling sound, or perhaps a bubbling sound? The coolant reservoir is in the driver's side rear corner of the engine bay, just in front of the firewall, and coolant "bubbles" back into it when it's hot. It was a disconcerting sound when I first heard it (it's quite noticeable when the engine is first shut off), but it seems to be normal.
