what are symptoms for bad pitman arm Navigator

I have Navigator 2000 4 wheel drive. Its stairing wheel does not have any play but seems very soft. The dealer service man told that it is lose pitman arm and gave estimate of $400. My question is what are the symptoms of lose pitman arm. Does it break if we dont change or what may be the issues.
